CENTRALISED EQUIPMENT IDENTITY REGISTER (CEIR)

The Central Equipment Identity Registry (CEIR) is a security and revenue focussed issue, which aims to curtail the counterfeit mobile phone market, illegal use of mobile phones, discourage mobile phone theft, protect and facilitate Law Enforcement Authorities (LEAs)/intelligence and security agencies for implementing lawful interception. 
 
Securinex with its partners have the experience to implement a CEIR solution for the host nation and establish an International Mobile Equipment Identifier (IMEI)I database of all the Mobile Network Operators (MNOs).  

The CEIR acts as a central system for all Mobile Network Operators (MNOs), allowing them to share black-listed or suspect mobile devices with the relevant authority and vice-versa, so that devices blacklisted in one network will not work on other networks even if the Subscriber Identity Module (SIM) card in the device is changed.

The CEIR is an essential project for any country to support revenue generation (countering smuggled phones) and assurance processes. 

From an internal security perspective the use of mobile phones is inextricably linked to insecurity in any country as they are the platforms of choice for insurgents, terrorists, bandits and separatists (criminals) seeking to communicate.  It is now the case that understanding and identifying the devices on the networks and delivering an intelligence overwatch function to security agencies is becoming more and more challenging because of the ever-changing digital communications landscape, and younger Nigerians, who are more vulnerable and susceptible to being targeted and recruited by terrorists, also have ready access to devices. 

The CEIR implementation offers a number of additional benefits, which has been widely recognised including consumer protection and public safety, cyber security and device risk profiling, a reduction in mobile phone theft (as reported stolen phones cannot be used on the networks) and revenue generation from the correct payment of duties.
